When a new referral comes in (fax or Athena message), I want Ohtari to classify the reason, create the chart if the patient isn't already in Athena, schedule the first available consult slot that matches the surgeon and service line, send the patient a welcome packet via SMS, and send the referring physician a confirmation. Staff should only see it if something can't be auto-matched.
